There is such a material being manufactured in California. It is being marketed for use on playgrounds where a softer but resilient surface is required. A few different colors are available. The tires are chopped up into small pieces about the size of coarse sand or fine gravel. I have forgotten what binds them together. The particles are also being marketed as a soil amendment for sports turf. It is said to make the surface softer, as it compresses on impact, but then returns to its original volume, thus resisting soil compaction.
