Pesticide Damage?

Does any one out there have any information on possible ill
effects on live oak apprx 7" DBH of "Lindane" and "Diazinon"
applied to lawn for pest control of fleas?The owner says
this is done monthly.The tree is a 4 year transplant,seems
at proper depth,decline began in May after doing well since installed
Has chlorotic leaves,soilis 8.0ph, grass is lush carpet, owner denies
use of "weed& feed". Owner claims proper fertilization schedule & amounts.
I have applied "Ironite"& foliar micronutrients in Sept. and insured proper irrigation.
While continueing to consider other factors.Compaction doesn't seem a problem either.
Any ideas would be welcome.
