Monterey Cypress line trees

The adjoining lot is under seige by a developer who desires to clear cut 30 line trees which line the perimiter of the empty lot. The lot is 50' x 100' and the proposed house is 35' wide. My question is why do the trees have to be destroyed? We built our house with a 10' setback and we did not see any roots when we excavated. Why wouldn't it be the same on the other property? What are the characteristics of the roots of Monterey Cypress (Cupressus macrocarpa). The trees have been planted 2' to 3' apart and there is concern that the roots are intermingled and possibly grafted together in some parts. We would like to see these trees remain as a windbreak, maintaining privacy between the lots and home for owls and hawks. The trees are around 40 years old and 35' high. Any and all comments will be appreciated. Thank you.
